The Vet Tech admission requirement for BIOL 11 CANNOT be replaced by BIOL 12. 

Students must have BIOL 11 to be eligible for admission consideration. Sometimes post-secondary biology may be used in place of the BIOL 11, but that is up to the department to make a decision.
