Transfer agreements don’t automatically go both ways. A transfer agreement is not a recipricol agreement.

Each institution decides for itself whether it will give transfer credit for a course taken at another institution. If there is no transfer agreement from one institution to another, you can still apply for admission and arrange for your transcript to be reviewed for transfer credit.
